How long new biomedical technologies are welcome paths for treatment of diseases or reduction of sufferings and where does the aspiration of human enhancement start? Are there basic criteria and standards for a demarcation or has this question to be answered pragmatically, based on a deliberated experience, open for the respective situation? In any case, a common understanding about boundary lines between elemental self-development and forced self-optimization is essential. Similar problems keep reappearing in both the discussion about the “hard” problem of consciousness and in fundamental issues in quantum theory. We argue that the similarities are due to common problems within the conceptual foundations of both fields. In quantum physics, the state reduction marks the “coming into being” of a new aspect of reality for which no causal explanation is available. Likewise, the self-referential nature of consciousness constitutes a “coming into being” of a new quality which goes beyond a (...) fully causal account of reality. Both subjects require a categorical scheme which is significantly richer then the one used in addressing factual aspects of reality alone. While parts of this categorical scheme are realized in the formalism of quantum theory, they are seldom applied in the context of consciousness. We show what the structural limitations of a classical categorical framework are, how a richer framework can be developed, and how it can be applied to both quantum physics and consciousness. Die Zellen werden dabei aufgebrochen und – meist mit Zentrifugations‐Techniken – in verschiedene Fraktionen aufgetrennt. This book presents startling evidence that state monopolies can produce better outcomes than the free market. It provides an empirical comparison of the property insurance market in five European countries: Britain, Spain, France, Switzerland, and Germany. The market and cost structures of insurers in each country are described, and particular features of each market and the outcomes for customers examined. The regulatory frameworks vary widely from country to country and so do the market outcomes, both in terms of premium level (...) and in terms of available insurance cover.In view of the increase in major floods and other forms of natural damage over the last decades, the non-availability of insurance cover in many competitive insurance systems is likely to become a major political issue. This book shows that state monopoly is an adequate policy response. Competitive insurance systems are shown to provide incomplete cover at a substantially higher cost. Hörend speichern wir nicht Informationen, sondern finden uns ein in die Zugehörigkeit zu den Sachen und Personen von »Interesse«, denen wir so eine Mitsprache in unserem Leben einzuräumen bereit sind. Allein auf solch ein Grundverständnis von (...) Sprache baute eine mit öffentlicher Funktion betraute Rhetorik und allein hierauf baut auch von jeher die Dichtkunst, von welcher auch Gorgias für seine Redekunst das Maß nahm. Thomas von Aquin wird weithin als einer der wichtigsten theoretischen Vordenker der kirchlichen Magielehre und damit der Hexenverfolgungen angesehen. Der Autor dieses Buches, Benediktiner in der Abtei Sankt Bonifaz in München, stellt nun die Magiologie des Aquinaten zum ersten Mal seit geraumer Zeit in umfassender Weise und auf dem neuesten Stand der theologischen und philosophischen Forschung dar. Er geht auf die naturphilosophischen Voraussetzungen dieser Magiologie ebenso ein wie auf die Überlegungen des Augustinus von Hippo, der wichtigsten Autorität für die (...) gesamte scholastische Lehre von der Magie. Thomas Linsenmann gelingt der Nachweis, daß sich Autoren vom Schlage eines Heinrich Institoris, des Verfassers des "Hexenhammers", zu Unrecht auf die theologische Autorität des heiligen Thomas berufen haben. In seinem Traktat über das Glück orientiert sich Thomas in seiner eudaimonistisch ausgerichteten Ethik am Wesen des Menschen. Bei der Beurteilung des Wertes von Gütern bilden nicht individuelle Präferenzen den Maßstab, sondern Überlegungen zur allgemeinen Natur des Menschen. Subjektive Wünsche und Vorzugsordnungen werden von einer als objektiv gedachten Basis aus bewertet. Diese Basis ist die menschliche Natur, in der die Vernunft eine besondere Rolle spielt und die der Mensch in seinem Handeln mehr oder weniger zur Entfaltung bringen kann. Das (...) Glück ist an die Vollkommenheit des Menschen im Sinne der vollständigen Entwicklung seiner Wesensnatur gebunden. Man kann daher sagen, dass das höchste Ziel in der Selbstverwirklichung des Menschen liegt, diese aber nicht verstanden im Sinne der Ausprägung individueller Besonderheiten, sondern als vollständige Entfaltung des Menschseins. Thomas GRAUMANN (G.) untersucht in seiner im Wintersemester 1999/2000 von der Evangelisch-Theologischen Fakultät der Ruhr-Universität Bochum als Habilitationsschrift angenommenen Studie die Entstehung einer „patristischen“, sich auf in Zitaten fassbare „Väter“ rückbeziehende und stützende Theologie von ihren Anfängen in der trinitätstheologischen Kontroverse des 4. Jahrhunderts bis zum ihrem (ersten) Höhepunkt im Verlauf der ökumenischen Synode von Ephesos (431).

This essay deals with conditions, challenges and perspectives concerning the legal system of the European Union after the Lisbon treaty has entered into force. It starts out by recalling constitutional principles such as primacy, direct effect and consistent interpretation of the European legal order on the one hand and the relationship of cooperation between the Court of Justice and national courts – notably pointing out the importance of the preliminary procedure (Article 267 TFEU) – on the other hand. In addition, (...) characteristics of the legal system of the European Union such as the integration of national legal systems are highlighted. It is accentuated that the legal community of the European Union depends on the acceptance by all 27 Member States. Furthermore, the normative quality of European law-making is discussed as well as the necessity for a sufficient democratic legitimation of European Law. As impressively illustrated by the financial crisis, the European Union is much better equipped with possibilities to effectively fulfil regulatory tasks than any Member State. The author shows developments with regard to European Union citizenship, non-discrimination, the Charter of Fundamental Rights - that is now equipped with binding character – and the vertical distribution of competences between the European Union and the Member States, including explanations relating to subsidiarity requirements and their judicial review. Taking as their departure point the political-philosophical analyses of German scholar Tilo Schabert, the philosophical and empirical essays in this volume invite the reader to move beyond the sterile dichotomy of political activity as either pure will or as folded into a more manageable activity.

The essays in this volume honor the work of political scientist and Eric Voegelin scholar, Barry Cooper, by considering how political philosophy (a form of hunting) and empiricism get "woven" together (to borrow a metaphor from Plato). In other words, they consider how science needs to be conducted if it is to remain true to our commonsense experience of the world and to facilitate political judgment. Several of the essays cover Eric Voegelin, including his understanding of consciousness, a comparison of (...) him and Leo Strauss, and his self-understanding as a scholar. Other essays consider terrorism, technology, religion and the modern world, the divided line in Plato's Republic, and the political significance of hope. The volume also includes a number of essays that consider different aspects of Canadian politics, including its strong regionalism, political culture, public law, and the infamous "Calgary School" of political science. These essays are united by the concern that political science must "weave" together political philosophy and empiricism. This task was what Aristotle meant when he characterized political science as a matter of practical wisdom. It is an insight that was also central for Voegelin's restoration of political science in the twentieth century, and that these essays continue into the twenty-first century. Political analysis begins in whatever contemporary crisis the analyst has found himself. The analyst sifts through competing claims of political meaning asserted by the partisans in the crisis. From there he ascends to greater luminosity concerning the human condition by viewing those claims in light of the "major questions in the history of political thought." They inform one another, as the search for order is necessarily the search for order that is conducted by a particular individual's consciousness in the context of a particular community in space and time. This volume will be of special interest to scholars of political philosophy as well as citizens and statesmen interested in how an engagement in the history of political philosophy can facilitate political judgment in particular political circumstances. Bei Nietzsches Texten handelt es sich häufig um Reaktionen auf seine breitgestreuten Lektüren. Sein Lesen ist zugleich ein Schreiben, und es verläuft ebenso selektiv und assoziativ wie aneignend: So werden unter Nietzsches Hand etwa Lesefrüchte aus naturwissenschaftlichen Lexika ästhetischen Überlegungen einverleibt oder ethno-anthropologische Fachbücher im Kontext philosophiegeschichtlicher Einordnungsversuche zitiert. Die Interpretation von Nietzsches Schriften ist daher stets auf eine philologisch-differenzierte Quellenarbeit angewiesen, die zugleich auch philosophisch-hermeneutischen Ansprüchen genügt. Nur so findet die spezifische Gemengelage aus Eigenem und Fremdem in Nietzsches Texten (...) ebenso adäquate Berücksichtigung wie die Vielzahl der handschriftlichen Lesespuren in den bis heute erhaltenen Büchern aus seiner persönlichen Bibliothek. In einer Reihe von Überblicksdarstellungen und exemplarischen Fallstudien unternimmt es der Band, Nietzsche im Spiegel seiner Lektüren als äußerst produktiven wie kreativen Leser zu charakterisieren, dessen Voraussetzungsreichtum nicht überschätzt werden kann.
